إتّهم رئيس مجلس إنقاذ الأنبار حميد الهايس «التحالف الدولي» بالتعمد في استهداف المرافق الخدمية والبنية التحتية في المحافظة.وقال الهايس: التحالف الدولي نفذ ضربات متعمدة لهدم البنية التحتية في العديد من المحافظات الغربية.ولفت إلى أن القوات الأميركية في قاعدتي عين الأسد والحبانية، استخدمت المدفعية لهدم البنية التحتية، بذريعة ضرب مواقع داعش في هيت والأنبار.
